ISLAMABAD: 24, NOVEMBER, 2020: The Higher Education Commission (HEC) has abolished two-year BA/BSc degree programs and declared them after the academic year 2018 illegal.The announcement has been made by the HEC after noting that some institutions are still offering degrees in the aforesaid programs. According to details, two-year BA, B.Com, BSc degree programs will not be obtained from any college.The Higher Education Commission added that despite the ban in 2018, the launch of the illegal program is concerning. Universities should immediately stop enrolling in such programs, HEC will not recognize any such degree after 31st December 2018.The HEC said in its notification, "Apropos of the decision of the HEC to phase-out two year BA/ BSc programs after the academic year 2018, and subsequent communication of the policy, it has been noticed with grave concern that these programs are still being offered by universities/ Degree Awarding Institutes (DAIs) and their affiliated colleges." "In this regard, universities/ DAIs are directed not to offer admissions in the two year BA/ BSc programs and that the degrees shall not be recognized by the HEC for students enrolled in these programs after December 31, 2018". In July, 2019, the Higher Education Commission (HEC) issued a final direction to all the public and private universities of the country and their affiliated colleges to abolish two-year BA/BSc programme and start Associate Degree (AD) programs from upcoming academic year.It also directed the public and private sector universities that they could not offer MA/MSc programs after 2020, after the ongoing programs end. Notification regarding Transition from BA / BSc Programs to Associate Degree Programs: Phasing out of MA / MSc Programs has been issued by Higher Education Commission, Administration & Coordination (A&C) Division on 11-07-2019. Detail is as under: In place of the two-year BA/BSC program (which have been terminated vide Notification No. 9-2(16)/Phasing out BA/BSc/Curri/HEC/2016/982 dated March 15, 2017), universities and colleges affiliated with public sector universities may offer Association Degree Program (AD) foe post-higher secondary students, in accordance with the following policies: The new nomenclature (Associate degree or AD) shall be adopted in all documentation and announcements related to two-year post-higher secondary or equivalent programs, and the previous nomenclature of BA/BSc programs shall be discontinued forthwith. Students who were enrolled or registered in BA/BSc program on or before December 31, 2018, are allowed until December 31,2020 to competent their programs and receive the BA or BSc degrees, as applicable. Those who fail to complete their courses of studies by the cutoff date shall be awarded an Association Degree upon completion of such requirement as determined by the degree awarding university. Higher Education Commission warns universities, reveals admissions despite ban on two-year BA, BSc degree, HEC also refuses to confirm two-year degree.


The Higher Education Commission (HEC) has decided to take action against universities and colleges. Admission to two-year BA degrees after December 31, 2018 was illegal, according to a letter issued by the HEC.

The HEC says that from January 1, 2019, degrees in two-year BA admissions will not be verified and these degrees will be considered illegal.

The HEC has issued a warning to universities and colleges to bar admissions in two-year BA. The HEC has also appealed to students not to take admission in two-year degrees.

It is to be noted that HEC has launched the Associate Degree Program by abolishing the two-year BA BSc degree and universities have been allowed admission in this program.

On the other hand, the Department of Higher Education has decided to set up Sira Chairs in the universities. Instructions have been issued to the Vice Chancellors to set up Sira Chairs in 47 universities of the province including Lahore.

According to sources, on the orders of the Punjab Chief Minister, Sira chairs will be set up in every university and Naat recitation competitions and Sira Rasool conferences will be organized.
